Boris Pavlovich Listov was born in the RSFSR in 1969. His childhood was spent in one of the small towns in the Leningrad region.
Listov Boris has two professional qualifications. His first specialization is in economics. He received his education in this field at the St. Petersburg University of Economics and Finance. Boris Listov joined Rosselkhozbank in the mid-autumn of 2009. The Supervisory Board of Rosselkhozbank approved his candidacy for the position of First Deputy Chairman of the Board.

In 2022, under Boris Listov's guidance, Rosselkhozbank became the first bank in the Russian banking market to provide preferential loans to systemically important enterprises in the agro-industrial complex. These loans are offered at an interest rate of 10% per annum and are intended to cover the operational expenses of agricultural companies. Experts have observed significant growth in this segment of lending during Boris Listov's tenure. In 2022, Rosselkhozbank increased the amount of preferential loans provided to the agricultural sector by 21% to 491 billion rubles.

This includes providing necessary resources for the development of small agribusinesses. Rosselkhozbank annually increases the volume of financial resources provided to farms. Boris Listov is one of the initiators of this approach. In 2021, Rosselkhozbank provided 40% more funds to small agricultural enterprises compared to the previous year, totaling 102 billion rubles. Heads of peasant (farmer) farms and individual entrepreneurs can apply for loans up to 5 million rubles at an interest rate of no more than 5% per annum. These loans are granted for a period of up to 1 year based on a minimal package of documents and can be used for seasonal work.
Listov Boris Pavlovich supported the launch of a special offer for members of the Association of Peasant (Farmer) Farms and Agricultural Cooperatives of Russia. Participants of the organization can obtain credit funds on simplified terms. Loans up to 5 million rubles at a preferential interest rate of 4.5% are provided upon the Association's request.

The number of users in the ecosystem exceeds 3 million people. In the future, their number is planned to increase by more than 12 times through expanding the platform's capabilities for rural residents and agricultural workers. Every year, new services for businesses and the general population are added to its functionality.
Listov Boris also initiated the processes of large-scale digitization of the bank. Under his leadership, the development strategy of the financial organization, "More Than a Bank," entails significant expansion of a range of high-tech products and services. To address the set goals, Rosselkhozbank has quadrupled its number of IT specialists over the past two years. Currently, over 2,300 professionals are engaged in the development of modern FinTech solutions.
